1. Before this is legislated or before implementation of this is attempted, a mock system or a test system or a prototype system (choose whatever you want to call it) should be set up. This way concerns about the integrity of the voting system/voter fraud can be addressed.
2. The system could be implemented and Article One of the Constitution be re-written if there were just a few thousand who would volunteer, but it be much better to wait until there are several million or 100 or 150 million. 3.
3. The volunteer members of this mock system would then set the whole thing up and deal with the hundreds of questions and/or issues that would come up such as should any citizen who wants to volunteer or should only taxpayers be allowed to be volunteers?
4. This Mock system might need 5 or 10 or ? years to set up and see how it would actually operate. This is a big change.
5. It is possible that after this mock system is set up, it is possible that the majority would still prefer to keep the 535 system that is currently is place. If you had a body of 100 or 150 or 200 million people, it could still operate in an non-binding advisory capacity. Instead of polls, this group could be consulted (once again on a non-binding, advisory capacity) or take a non-binding vote on issues. Instead of a poll, let’s ask 100 million people what they actually think about guns, or immigration or abortion…
